The bottom line: To sell a junk car in Rhode Island, sign the title over to the buyer and fill in the DMV’s sample bill of sale, completing every field without erasing anything. Neither needs a notary, and you don’t need an inspection. If there’s a loan, the lender signs off on the title or gives you a release letter.
A 2000 or older model first registered to you before 2024 needs no title. You hand over a bill of sale and proof of ownership, such as an old registration.
If you lost the title, apply for a new one on Form TR-2 / TR-9 for $53.50, with your signature notarized. Apply in person or by mail at the Cranston DMV office, not online.
Take the plates off before the car leaves, then cancel the registration online, by mail or at a DMV drop box. Until you do, excise tax bills and insurance fines can still reach you.
In Rhode Island, the typical offer in our data for a junk car 10 years or older is $525.

How Do You Sell a Junk Car in Rhode Island?
Six steps, in the order they happen.
Step 1: Get quotes from several buyers
Every quote form wants the same short list: year, make, model, mileage, your ZIP code, and whether the car starts. Filling it in takes a couple of minutes.
A few buyers ask for the VIN too. It is stamped on a plate at the bottom corner of the windshield on the driver’s side and printed on the registration.
Answer the damage questions as they stand today. Say whether the catalytic converter is on the car, whether all four wheels are on it, and whether it has been in a flood or a fire.
Get at least three quotes. None of them commits you to anything.
Step 2: Check your paperwork
Get the title and a photo ID out before you accept anything. The name on the title has to be yours, and no lender can still be listed on it.
- Title required to sell: yes (model year 2000 and older exempt if first registered to the seller before 1/1/2024).
- Bill of sale: required.
- State bill of sale form: the DMV's own sample Bill of Sale.
Our bill of sale generator makes one from the same details if you would rather not print the state form. Fill it in with the buyer’s company name from the offer confirmation, not the driver’s.
Every form you might need
With the title in your name, the bill of sale is the only form on the day. These three are for the cases where it is not.
Junking without a title
Only some cars qualify. Which ones.
Inherited car
Puts the car in your name first. What to bring.
Step 3: Accept an offer and book the pickup
Accept online or on the phone, whichever the buyer offers. The buyer passes the job to a tow company near you, and that company contacts you to set a pickup window.
You meet the driver, sign the title, and take the money. If someone else will do that for you, tell the buyer when you book.
Step 4: Get the car ready for the tow truck
A flatbed needs a straight run up to the car and space behind it to lower the bed. On a narrow Providence side street or a shared driveway, tell the tow company where the car sits when it calls.
Take everything out of the car before the truck comes: glove box, trunk, door pockets, under the seats and the spare tire well. Take off any toll pass or parking permit.
Plates stay with you. Take them off before the truck arrives.
Lost keys do not stop the pickup, because the driver winches the car on. Say so on the quote form. Our guide to selling a car with lost keys says what to tell each buyer.
Step 5: Sign the title and take payment
The driver looks the car over and you sign the back of the title. Write your name the way it is printed on the front, in blue or black ink, with nothing crossed out.
You are paid before the car goes on the truck, so count the cash or read the check before it moves.
Title transfer: at any Rhode Island DMV branch, with duplicate titles processed at the Cranston DMV headquarters.
Keep any paper the driver leaves with you, and check your inbox, because some buyers email the bill of sale and the confirmation instead. Photograph the signed title before it goes, since that photo is your only copy of it.
Step 6: Deal with the plates and the insurance
Moving plates to another car: plate transfers are handled at the RI DMV, fees are listed in the DMV title and registration fee table.
Keep whatever paper or email the DMV gives you for the plates. The buyer’s paperwork does not do this for you.
Cancel the insurance last, after the car has gone and the plates are dealt with. A policy dropped on the morning of a delayed pickup leaves a registered car with no insurance on it.

What Is Your Junk Car Worth in Rhode Island?
Buyers in Rhode Island typically offer $525 for a junk car (cars 10 years and older, 49 offers, ranked 20 of 44 states). Across the country, half of all offers on old cars fall between $375 and $1,075.
Buyers typically offer $420 for cars 15 years and older, and 20% of offers here are under $400, from our own quote data.
Nothing moves the offer more than the catalytic converter. With the converter gone, and age and mileage matched, the offer against a comparable car with it moves by about -57%. If it is missing, say so on the form.
Whether the engine starts is the next thing. Against a comparable car that drives, once age and mileage are matched, a car that won’t start moves the offer by about -46%. Our guide to selling a non-running car goes into it.

CashForCars is owned by Copart. The cars it buys in Rhode Island are sold on through Copart’s auction yards, none of which is inside the state.

Collect all three numbers even if the first one looks fine. When two or more buyers quote the same car on the same day through our own quote form, the highest and lowest offers are typically $314 apart.
If the car still starts and drives and has a clean title, a private sale usually pays more than a junk buyer. Our guide to selling a car privately in Rhode Island covers the paperwork.
Can You Sell a Junk Car Without a Title in Rhode Island?
Yes, for some older cars. There are three ways to do it.
Option 1: Junk it on a bill of sale and proof of ownership. Rhode Island sets these terms for a sale with no title: vehicles of model year 2000 and older first registered to the seller before 1/1/2024 go to the buyer on a bill of sale and valid proof of ownership in the seller's name, such as an old registration or a paid sales tax form; every other vehicle needs the title or a duplicate.
What you hand the driver on that route: No special form, the seller provides a bill of sale (the DMV publishes a free sample) and proof of ownership for a qualifying pre-2001 vehicle. Say so on the quote form.
Option 2: Apply for a duplicate title, then sell. This is the route for every car the first option leaves out. Every buyer can then quote the car.
Option 3: Sell it as parts. No title is needed to sell an alternator or a set of wheels. It takes weeks, and whatever is left over still has to be collected.
Getting a Replacement Title in Rhode Island
What a replacement title takes in Rhode Island:
- Application: Form TR-2 / TR-9
- Where to submit: the Research and Title Office at DMV headquarters, 600 New London Avenue, Cranston, RI 02920, in person or by mail; local satellite branches do not handle duplicate titles
- Fee: $53.50
- Processing time: no published turnaround time; duplicates are processed at the Cranston DMV Research Office
Send the application the same week you ask for quotes. Nobody needs to see the title to quote the car, so the DMV wait and the quote wait run at the same time.
Should the original turn up later, it is no longer the valid title. Destroy it and use the replacement.
If a lender still holds the title
Your lender releases it one of these ways: the lienholder signs off on the title directly or provides a signed lien release letter to attach to the title; Rhode Island does not require a new title once the lien is satisfied.
No junk buyer takes a car while a lender is still named on it. Ask the lender for a payoff figure before you accept a quote, because any balance bigger than the offer is yours to pay.
The payoff and the release are both in our guide to selling a financed car.
If your title is electronic
If the car is titled in another state
A Massachusetts or Connecticut title sells in Rhode Island the same way a Rhode Island one does. Name the issuing state on the quote form and sign that title over to the driver.
The Rhode Island DMV replaces Rhode Island titles only. If the lost title came from another state, that state’s motor vehicle office issues the duplicate, on its own form and at its own pace.
Selling a Junk Car That Isn’t in Your Name
The buyer pays whoever is named on the title. When that person has died, the car is moved into your name first. Rhode Island’s form for it: The Application for Registration and Certificate of Title (TR-1), submitted to the RI DMV with the estate documents.
Once the title is in your name, the junk sale is the same as any other.
Rhode Island’s rule on a gifted car: An immediate family gift needs a gift letter and proof the tax was previously paid. Any other gift needs the letter notarized plus the affidavit. Outstanding taxes on the vehicle block the exemption.
A car somebody else left on your property is not yours to sign over. It goes through the abandoned vehicle process, which starts with the police or the town rather than with a buyer.
Local Dismantlers vs Online Buyers in Rhode Island
Selling to a local yard
A yard pays by the ton, at whatever the scrap price is that week. A number given over the phone is not a written offer, and the yard can change it once the car is on its scale.
Before you agree, find out whether the yard collects the car and whether it charges for the tow.
Before you hand over any paper, ask which license the yard holds. Whether the yard can take a car with no title depends on that license.
Selling to an online buyer
An online buyer puts its offer in writing before any truck is booked, and three of those offers fit on one screen. The price counts the parts that can be sold again, not only the metal.
Our guide to how online buyers work out an offer goes through what moves the number.
When selling it yourself makes sense
A car that still runs, or one with a sound engine in a common model, may bring more from a mechanic or a hobbyist than from a scrap buyer. Plan on weeks rather than days, and on the buyer bringing a trailer.
Storing a Junk Car in Rhode Island
Each city and town writes its own rule on a car that cannot be driven and sits in view, and the town enforces it. A written notice usually comes first, and the towing bill is yours if it goes that far.
Salt air along the bay and road salt in winter reach the underside of a parked car all year. Brake lines, the floor pan and the frame rust while the car waits.
A car that has to wait should wait under cover with the battery disconnected. The rest of the routine is in our guide on how to store a junk car.

Frequently Asked Questions
How long does it take to sell a junk car in Rhode Island?
With the title in hand, count a few days between the first quote and the truck. The tow company picks the day, and an address on Block Island or Prudence Island waits for the ferry schedule as well.
If the title is missing, add its processing time to that.
Do I have to tell Rhode Island I sold the car?
Handing plates back releases you from liability: yes, canceling your registration creates a record that you no longer hold the plates, Rhode Island has no separate release of liability form.
If the registration is never canceled: excise tax keeps running with the city or town, and the insurance duty stays on the registration, so an uncancelled registration can bring excise bills and insurance revocation fines.
Does anything have to be notarized to junk a car in Rhode Island?
Title notarization: not required.
Bill of sale notarization: not required.
Does a junk car need an emissions test to sell in Rhode Island?
Emissions test to sell: not required of the seller (the buyer needs a valid Rhode Island inspection sticker, or a passing safety and emissions test within 5 days of registration).
The test belongs to whoever registers the car next, and a junk car is not registered again. Junk buyers do not ask for test results.
Can I junk a car with expired registration in Rhode Island?
Yes. The buyer asks who owns the car, not whether it may be driven, and it leaves on a flatbed. You don’t need to renew it first.
Keep the expired registration card even so. In Rhode Island it is one of the papers that shows the car is yours.
What happens to my junk car after I sell it in Rhode Island?
A salvage yard or an auction lot takes it in. The parts with a resale value come off first, the fluids are drained, and the shell is crushed and sold as scrap steel by weight.
What if the junk car offer changes when the driver arrives in Rhode Island?
A driver who finds the converter or a wheel gone that the form said was there can offer less. Nothing obliges you to accept the lower number.
Until you sign the title the car is still yours, so you can send the truck away and use one of your other quotes.
Is it worth repairing my car instead of junking it in Rhode Island?
Get the repair estimate, the junk offer, and a figure for the car once it runs. When the estimate is bigger than the gap between the other two, the repair loses money.
A good engine or a part other owners want gives you a third choice, which is selling it for parts.
